Since declaring its independence in 2006, Montenegro, once united with Serbia, has been heralded as an upcoming “Monaco of the Adriatic.” In the port city of Tivat, Canadian billionaire Peter Munk bought the country’s massive naval base, built in 1899, and is creating “Porto Montenegro,” a mega-yacht facility with 800 berths, along with plans for a 300-room Four Seasons resort.
